As a public servant, university instructor, realtor, neighborhood leader, mother, and grandmother, Senator Catherine D. Ingram understands how decisions made in Columbus directly impact everyday lives.

Senator Ingram represents Ohio’s 9th Senate District. Prior to her service in the Senate, she served three terms in the Ohio House of Representatives for the 32nd District. She also dedicated more than 20 years to the Cincinnati Board of Education, including service as both president and vice president in the mid-1990s. During her legislative tenure, she has held key leadership roles.

In the Senate, she serves as Ranking Member on the Education, Workforce Development, and Higher Education Committees, and is also a member of Controlling Board, Health, Medicaid, and Finance Committees. She also serves as the co-convener of the Ohio Black Maternal Health Caucus.

Senator Ingram earned both her bachelor’s degree and Master of Business Administration from the University of Cincinnati. A committed community leader, she has previously served on numerous boards, including United Way/Community Chest, Leadership Cincinnati, Great Rivers Girl Scout Council, the Greater Cincinnati Black Achiever Award Program, Mayerson Human Resource Academy, and the Cincinnati Recreation Commission.

Her leadership and service have earned her widespread recognition. In 2000, she was one of only five individuals statewide named to the Ohio School Boards Association All-Ohio School Board. She was recognized in the 2003–04 edition of Who’s Who in Black Cincinnati. More recently, she was honored as the 2024 Friend of Public Education by the American Federation of Teachers, Ohio Chapter. She was also named the 2026 Woman of the Year by Zeta Phi Beta Sorority, Inc., Beta Zeta Zeta Chapter.

Senator Ingram represents Ohio’s 9th Senate District, which encompasses parts of Hamilton County, including Cincinnati, Elmwood Place, Norwood, Springfield Township, St. Bernard, Amberly, Arlington Heights, Columbia Township (part), Fairfax, Golf Manor, Lincoln Heights, Lockland, Mariemont, Silverton, Sycamore Township (part), Woodlawn and Wyoming.
