Congressional Leadership

In both the Senate and the House of Representatives, the members of the majority and minority political parties elect several of their members as leaders. While every member of each respective chamber actually votes on the election of leaders, typically selections have been made by the members of each politcal party prior to the date of this formal election. These leaders have primary responsibility for developing their political parties’ position on legislative proposals.

The Senate President is the presiding officer of the Senate and the Speaker of the House is the presiding officer of the House of Representatives. The Ohio Constitution requires the presiding officers to sign all bills and joint resolutions enacted by the General Assembly to certify that the procedural requirements for passage have been met.

In addition to the Senate President and Speaker of the House, there are various other elected postions that are held:

Speaker/President Pro Tempore
The role of this leadership position is to serve as the temporary speaker/president in the absence of the House Speaker/Senate President.
Majority Leader
Responsible for the development and implementation of the agenda for the majority party.
Majority Whip
Responsible for monitoring legislation and securing votes for legislation on the floor for the majority party.
Minority Whip
Responsible for monitoring legislation and securing votes for legislation on the floor for the minority party.
Minority Leader
Responsible for the development and implementation of the agenda for the minority party.
Assistant Minority Leader
Assists the minority leader in development and implementation of the agenda for the minority party.
Assistant Minority Whip
Assists the minority whip in monitoring legislation and securing votes for legislation on the floor for the minority party.
